LAUNCH OF FRQNET: JULY 20, 2017

Montréal, July 13, 2017 – The Fonds de recherche du Québec (FRQ) are pleased to announce that FRQnet, the new integrated awards and grants management system of the three Fonds de recherche du Québec—Nature et technologies, Santé, Société et culture— will launch on July 20.  

Through the development of this major project, the FRQ reviewed all of its processes, from funding application eligibility to accountability.

FRQnet is a single-entry system that provides access to five portals, four of which aim to support members of the research community: the e-portfolio, institution portal, reviewer portal and partner portal. The fifth administrative portal is used only by FRQ staff members to manage awards and grants.

On July 20, only the e-portfolio and institution portal will be accessible to members of the research community. The reviewer and partner portals will be online later this fall.

Accessing FRQnet

To access FRQnet login page, follow this link : https://frqnet.frq.gouv.qc.ca/portfolio/ (available on July 20).

First, you must activate your account and create your user profile in the e-portfolio.

All FRQnet users must create a profile using their e-mail address as their primary identifier (user account information). The FRQ will link users' previous and new files to ensure follow up.

Users who entered a PIN to access the FRQ's previous system must enter it along with their password the first time they log in to FRQnet. Once they create their profile, their e-mail address becomes their primary identifier. It is very important to watch first this video tutorial (in French) before doing this operation:

In FRQnet, users must always use the same identifier and password, regardless of their role (i.e. applicant, reviewer, employee, managing institution representative, etc.).

E-portfolio: submit an application and manage funding

When new awards and grants competitions open, applicants must submit their applications and manage their funding through their e-portfolio. Video tutorials (in French) were produced to help users become more familiar with the system:

Institution portal: follow up on applications, awards and grants

Created exclusively for institutions, the institution portal replaces the FRQNT and FRQSC extranets and FRQS institution portal. The institution portal is now the only interface through which institutions can transact with the three Fonds (follow up on applications and grants, submit a report, etc.). Employees of institutions may follow up on the applications and grants submitted by their researchers and students. It is possible to set an internal approvals deadline and interact directly with applicants through the portal before the submission of an application for funding to one of the three Fonds.

New for the FRQS: For the career awards competitions, institutions must approve the applications before the competition deadline.

Note that the FRQ only oversee management privileges. The institutions are responsible for ensuring that they have granted their collaborators access once FRQnet is online. Otherwise, their applications may not be submitted in time.

In recent weeks, the FRQ invited institutional managers to a series of twelve workshops to present FRQnet and provide information on the tool's new features. Participants provided suggestions that the FRQ will consider over the next year to ensure the system's continuous improvement.
 

Important

  • Once an application is submitted to the Fonds by a student (training award), researcher (grant) or institution (career award, grant requiring institutional approval), it cannot be modified.
     
  • Co-investigators must give their consent to be considered as stakeholders on a funding application.
     
  • The FRQS research centre funding programs and the FRQNT and FRQSC strategic clusters programs have not been integrated into FRQnet. The e-Regroupement and the Registre des centres et instituts de recherche are therefore not affected by the current FRQnet implementation phase.
     
  • There are now fewer research statuses and their definitions have been aligned between the three Fonds. Go to the definitions section in the Common General Rules (page 5 and following) for more information (in French, English coming soon).
     
  • Under the Common General Rules, only institutions recognized by the FRQ may manage FRQ funding. Click here for the list of recognized institutions (Nature et technologies | Santé | Société et culture website)
Very important: plan ahead!

As FRQnet users become more familiar with the new system, they will notice that some elements, including certain forms and screens, have changed. Users must also be aware of the changes to the research statuses (as mentioned earlier) before filling in an application for funding. It is very important to plan ahead to get acquainted with the new interfaces and changes and meet the competition deadlines.
